Our emphasis is on professional, personal customer service - getting the job done on time, and within budget. Mark S. Cooper, P.E.
Mark Cooper is a seasoned businessman and entrepreneur who has owned several small businesses during his career. As an undergraduate at the FAMU/FSU College of Engineering, he ran his own carpentry business, building lofts for student housing, making cabinets, and building custom-designed furniture. Mark graduated in 1992 and began working for a private engineering firm, first as an intern, and later working his way to Vice President of the company. During that time, he also owned and managed two companies of his own: Coop's Etc., which provided personal computer services, and Tallahassee Color Graphics & Digital Document Storage, a multi-faceted graphics art business. In April 2006, Mark joined with Carmen Green and Drew Robertson to form Blackhawk Engineering.
Mark has over eighteen years of experience in civil and structural engineering. He developed a computer program for wind load analysis that quickly and accurately calculates the wind load requirements for most residential structures. He has designed numerous foundations, retaining walls, concrete and wood structures, pilings, and other structural elements. He is also proficient in site planning and permitting, stormwater modeling and analysis, and project design and management.
Mark Cooper is a registered professional engineer in Florida, Alabama and Georgia.

CARMEN BOURGEOIS GREEN, P.E.

Carmen Bourgeois Green, P.E. has practiced civil engineering for over twenty-five years, specializing in site design and environmental engineering. As an undergraduate at the University of Florida, she worked for several semesters with the U.S. Army Corps of Engineers in Palatka. She went on to receive her Masters Degree in 1984, completing her thesis at Tyndall Air Force Base.
Carmen began her career with the international firm of Camp Dresser & McKee in Clearwater. She later worked for the Florida Department of Environmental Protection in the wastewater grants program, and then for a private civil engineering firm in Tallahassee. She specializes in site planning and permitting, including project management; stormwater, water and wastewater design; and bidding and construction services.
Carmen Green is a registered civil engineer in Florida and Georgia. She is past president of the Big Bend Chapter of the Florida Engineering Society and has received two awards from the society, including Young Engineer of the Year and Outstanding Technical Achievement. Her community service activities include the Leon County Permit Process Improvement Group, Septic Tank Advisory Committee and MBE/WBE Citizens Committee. She currently chairs the Leon County Code Enforcement Board.

J. Drew Robertson, P.G.
J. Drew Robertson, P.G. has performed and managed thousands of geotechnical investigations throughout Florida and Georgia. Drew attended Young Harris College in north Georgia for two years, later transferring to the University of Tennessee at Knoxville, where he graduated with a B.S. in Geology. He received his M.S. from Florida State University while conducting geological mapping for the Florida Geological Survey and the Florida Department of Environmental Protection.
Drew began his career at a private geotechnical firm in Tallahassee. He later worked for ECS Limited's Atlanta office, conducting and managing environmental investigations for clients such as McDonalds, CVS Pharmacies, Ryan's Steak Houses, and Best Western Motels. In April 2006, he opened Blackhawk Engineering and its sister company, S3 Geotechnical, with Mark Cooper and Carmen Green.
Drew is licensed as a professional geologist in Florida, Georgia, North Carolina and Tennessee. He is a Florida Department of Health Certified Environmental Professional (CEHP) and Georgia Registered Soil Classifier. He is a member of the Southeastern Geological Society and Florida Association of Professional Geologists.
